The National Investment Agency under the President of Kyrgyzstan has signed a Memorandum of Understanding (MoU) with Changpeng Zhao (CZ), the founder of global crypto exchange Binance, marking a significant step toward building the country’s blockchain ecosystem and enhancing its digital economy.
Strategic Blockchain Collaboration
Signed earlier this week, the MoU outlines a collaborative framework between the Kyrgyz government and CZ to develop blockchain infrastructure, offer technical consulting, and advance virtual asset services in the region. The partnership will also introduce educational programs focused on training local talent in blockchain technology, cybersecurity, and digital asset management.
CZ, who has a history of advising governments on crypto regulation and blockchain adoption, welcomed the agreement as a meaningful development.
“I officially and unofficially advise a few governments on their crypto regulatory frameworks and blockchain solutions for gov efficiency, expanding blockchain to more than trading. I find this work extremely meaningful,” CZ tweeted following the announcement.
Supporting Kyrgyzstan’s Digital Transformation
The partnership aligns closely with Kyrgyzstan’s broader goal of embracing emerging technologies and strengthening its digital economy. Authorities have already made strides in laying a legal foundation for digital innovation.
In recent months, Kyrgyzstan’s Parliament approved a draft law establishing the legal framework for the digital som, the nation’s proposed central bank digital currency (CBDC). The National Bank of Kyrgyzstan plans to launch prototype testing in early 2025, with a decision on full implementation expected by late 2026.
Through this MoU, Kyrgyzstan aims to go beyond crypto trading and explore blockchain solutions for governance, finance, and public services—a step that may place the Central Asian nation among the pioneers in government-led blockchain adoption.
