Pakistan has taken a major step toward integrating stablecoins into its financial system after signing a memorandum of understanding with World Liberty Financial, a crypto project linked to the Trump family. The agreement will explore the use of the USD1 dollar-pegged stablecoin for cross-border payments as the country accelerates its broader digital asset strategy.
According to sources familiar with the matter, the deal was signed between Pakistan’s Ministry of Finance and SC Financial Technologies, an affiliate of World Liberty Financial. It marks what is believed to be the first publicly disclosed partnership between a sovereign government and a cryptocurrency project focused on stablecoin infrastructure.
Further details are expected to be announced following a visit to Islamabad by World Liberty Financial’s CEO, Zach Witkoff.
Stablecoins enter Pakistan’s payments roadmap
Under the MoU, World Liberty Financial will work alongside Pakistan’s central bank and finance ministry to evaluate how a dollar-backed stablecoin could be integrated into the country’s digital payments stack. The goal is to improve efficiency in cross-border transactions, particularly in areas such as remittances and trade settlements.
The USD1 stablecoin would operate alongside Pakistan’s existing crypto infrastructure rather than replace it, allowing regulators to test real-world usage while maintaining oversight.
World Liberty Financial previously deepened its relationship with the country in April 2024, when it signed a Letter of Intent with the Pakistan Crypto Council. That agreement focused on promoting blockchain adoption, decentralized finance, and the use of stablecoins for international payments.
USD1 growth and regulatory ambitions
The USD1 stablecoin has seen rapid expansion over the past year. Its circulating supply has grown beyond $3.4 billion, with deployments across multiple blockchains, including a large share on BNB Smart Chain and Ethereum. The token maintains a one-to-one peg with the U.S. dollar.
World Liberty Financial has also taken steps to bring the project under stricter regulatory oversight. The company has applied for a U.S. national banking charter, a move that would place its stablecoin operations within a more formal regulatory framework. Financial disclosures show that the World Liberty project contributed to a sharp increase in revenue for the Trump Organization during the first half of 2025.
Pakistan accelerates crypto adoption
The stablecoin deal comes as Pakistan moves quickly to formalize its digital asset ecosystem. Over the past year, the country established the Pakistan Virtual Assets Regulatory Authority, clearing the way for major global exchanges such as Binance and HTX to operate locally under regulatory approval.
Government officials have also publicly discussed plans to build a strategic Bitcoin reserve and expand domestic mining capacity, signaling a long-term commitment to digital assets.
With this latest agreement, Pakistan is positioning itself as one of the more proactive emerging markets in crypto adoption.
