Lawmakers in Arizona are moving closer to formally integrating digital assets into state-level finance.
A new proposal, Senate Bill 1649 (SB1649), would create a Digital Assets Strategic Reserve Fund, giving the state authority to hold, manage, invest, and potentially lend certain cryptocurrencies obtained through enforcement actions.
The bill has already cleared key Senate committees and is now moving toward a full Senate vote.
What SB1649 would do
If enacted, SB1649 would:
- Establish a state-managed Digital Assets Strategic Reserve Fund
- Allow the state to hold cryptocurrencies seized through criminal or civil cases
- Permit investment and potential lending of those assets
- Place fund administration under the Arizona State Treasurer
Importantly, the reserve would not be funded with taxpayer dollars. Instead, it would be capitalized using confiscated, forfeited, or surrendered crypto assets.
This approach distinguishes the proposal from other crypto reserve concepts that involve direct market purchases.
Which assets would qualify?
The bill specifically names:
- Bitcoin (BTC)
- XRP (XRP)
- DigiByte (DGB)
It also leaves room for other digital assets that meet defined “fair value” standards, which could include certain stablecoins or non-fungible tokens (NFTs).
The inclusion of XRP is particularly notable. If passed, it would mark one of the first instances of a U.S. state-level framework formally recognizing XRP as eligible for reserve status.
Where the bill stands now
SB1649 cleared the Senate Finance Committee in a 4–2 vote and later advanced through the Senate Rules Committee. It must still:
- Pass a full Senate vote
- Clear the House
- Survive executive review
Previous crypto-related initiatives in Arizona have faced resistance. Governor Katie Hobbs has previously expressed caution about exposing public funds to cryptocurrency volatility.
Even if approved by lawmakers, the bill’s future will depend on executive approval.
Why this matters
Arizona’s move reflects a broader national trend. Several U.S. states are exploring ways to integrate digital assets into public finance strategies, whether through reserves, investment frameworks, or payment rails.
Unlike federal-level policy shifts, state-level experimentation can move faster. If Arizona ultimately enacts SB1649, it could:
- Provide a structured legal pathway for state-held crypto reserves
- Influence other states considering similar frameworks
- Signal growing institutional normalization of digital assets
However, the legislation does not mandate immediate purchases. Instead, it creates the legal infrastructure to manage crypto assets if and when they enter state custody.
The bigger picture
As digital assets become more embedded in financial systems, policymakers face a choice: ignore them, regulate them cautiously, or integrate them strategically.
Arizona’s reserve proposal suggests the state is leaning toward structured engagement while still attempting to limit direct taxpayer exposure.
