Meanwhile, CRCL shares remain under pressure, with technical indicators suggesting that the stock could face additional downside if investors are disappointed by the regulatory framework.
July 18 deadline puts Circle in focus
The GENIUS Act, signed into law by President Donald Trump on July 18, 2025, gave federal agencies one year to develop detailed rules governing stablecoin issuers.
That transition period expires on July 18, 2026, leaving the Federal Reserve, the U.S. Treasury, and other financial regulators just days to publish the required guidance.
The new rules are expected to cover several key areas, including:
- Stablecoin licensing requirements
- Reserve management standards
- Capital requirements
- Regulatory oversight
- Disclosure obligations
Because Circle issues USDC, one of the world’s largest stablecoins, any changes to these regulations could significantly influence its business model and investor sentiment.
Regulatory clarity could become the next market catalyst
While lawmakers continue debating the proposed CLARITY Act, investors are paying closer attention to the GENIUS Act because its implementation is already required by law.
Unlike the CLARITY Act, which is still awaiting congressional approval, regulators must publish the GENIUS Act framework before the statutory deadline.
The new rules will help determine how stablecoin issuers operate within the U.S. financial system and whether additional compliance costs or reserve requirements could affect profitability.
At the same time, prediction market platform Polymarket currently estimates only a 45% probability that the CLARITY Act will become law this year, reflecting continued political uncertainty surrounding broader crypto legislation.
Banks continue raising concerns
The debate over stablecoin regulation has also highlighted growing tensions between traditional banks and crypto companies.
Several banking organizations have argued that allowing companies such as Circle and Coinbase to offer yield-bearing stablecoin products could encourage customers to move money out of traditional bank deposits.
Those concerns have become an important part of the broader discussion surrounding U.S. digital asset regulation.
CRCL technical outlook remains bearish
Circle shares continue to face selling pressure ahead of the regulatory deadline.
On July 8, CRCL traded near $63 after declining almost 3% during the session as geopolitical uncertainty and broader market weakness weighed on investor sentiment.
From a technical perspective, the chart remains negative.
The stock continues trading below a descending trendline that has capped every recovery attempt since May, while the Supertrend indicator continues signaling a bearish trend with resistance near $82.
Key support sits near $61.70
Technical analysts are closely monitoring the $61.70 support level, which aligns with the 100% Fibonacci retracement on the daily chart.
If CRCL closes below this level for several consecutive sessions, the next downside target could be the February low near $49.
Momentum indicators also remain weak.
The Relative Strength Index (RSI) has fallen to around 35, suggesting that sellers still control the market even though the stock is approaching oversold conditions.
While oversold readings sometimes precede a rebound, there are currently no strong technical signals confirming a trend reversal.
Coinbase also remains under pressure
Circle is not the only crypto-related stock struggling.
Coinbase (COIN) has also weakened, recently falling below the important $160 level after failing to break resistance around $168.
The technical picture for Coinbase also remains cautious.
Shares continue trading beneath a descending trendline, while the Chaikin Money Flow (CMF) indicator remains negative, suggesting that capital continues flowing out of the stock.
If selling continues, analysts are watching support around $149, followed by the June low near $139.
A sustained move above $168 would be needed before Coinbase’s technical outlook begins to improve.

For now, the upcoming July 18 GENIUS Act deadline remains the biggest catalyst for Circle and the broader stablecoin sector.
Clear and balanced regulations could improve confidence in stablecoin issuers and provide long-term support for Circle’s business. However, stricter reserve, licensing, or capital requirements could increase operating costs and weigh on investor sentiment.
