Japan could soon get a more controlled gateway into decentralized finance.
SMBC Nikko Securities and Nethermind have signed a memorandum of understanding with Uniswap Labs, Base and Nyx Foundation to develop a Japan-focused DeFi Gateway, with completion targeted for mid-2027.
The project is designed to give Japanese investors access to decentralized liquidity pools while adding compliance, investor protection and risk-management controls.
The proposed platform will use Uniswap v4 hooks to build customized liquidity pools, while Base will support deployment in its Ethereum layer-2 ecosystem.
Importantly, the project is still under development. No public product has launched yet, and the announcement does not mean Japan’s Financial Services Agency has approved the gateway for retail or institutional use.
What is the Japan DeFi Gateway?
The project aims to create a controlled route into decentralized finance for Japanese investors.
SMBC Nikko said the partners plan to develop liquidity-provisioning infrastructure and custom pools using Uniswap v4.
The framework is expected to include additional controls around:
- Anti-money laundering
- Counterterrorism financing
- Investor protection
- Asset and protocol due diligence
- Risk management
The goal is to bring some of the flexibility of decentralized finance into an environment designed to address the regulatory and operational requirements of Japan’s financial market.
The partners are targeting mid-2027 for completion.
Uniswap v4 hooks will provide compliance controls
One of the core technologies behind the project will be Uniswap v4 hooks.
Hooks allow developers to add custom logic to liquidity pools.
That means certain checks or conditions can be added directly to a pool’s operation rather than relying entirely on an external website or centralized application.
Uniswap Labs has already introduced Permissioned Pools using this architecture.
Those pools can check whether a wallet address appears on an issuer-managed allowlist before allowing the wallet to trade or provide liquidity.
The Japan project plans to explore similar ideas while adapting them to local regulatory and investor-protection requirements.
This could allow developers to build DeFi pools that remain blockchain-based while restricting participation to approved users or applying specific compliance rules.
The project goes beyond existing Uniswap Permissioned Pools
SMBC Nikko’s proposal is broader than simply deploying an existing Uniswap product in Japan.
The partners plan to research and validate automated market-making strategies specifically for the Japanese market.
That work will include evaluating tokens, protocols and potential liquidity structures.
However, several important details have not yet been announced.
The participants have not disclosed:
- Which tokens will be supported
- Who will qualify to use the gateway
- What fees users may pay
- Whether minimum investment requirements will apply
- Which stablecoins may be integrated
- Which tokenized securities or RWAs may be supported
Those details will likely depend on technical testing and continuing discussions with Japanese regulators.
Stablecoins and real-world assets are part of the plan
Stablecoins and tokenized real-world assets, or RWAs, are expected to play a role in the proposed gateway.
The MoU says the partners will develop asset-deployment strategies covering digital assets including stablecoins and RWAs.
However, the announcement does not identify a specific stablecoin issuer or tokenized security that has already committed to participate.
This distinction matters because the project is currently focused on building infrastructure and testing strategies rather than announcing a finished investment product.
What role will SMBC Nikko play?
SMBC Nikko is expected to lead discussions around regulation and compliance.
The securities firm will contribute expertise in areas including:
- Regulatory engagement
- Compliance
- Risk modeling
- Portfolio management
- Investor safeguards
Its role is particularly important because the project aims to connect decentralized financial infrastructure with Japan’s highly regulated financial sector.
SMBC Nikko is also expected to communicate project progress with government agencies and regulators, including Japan’s Financial Services Agency.
That does not mean the FSA has already approved the gateway.
The discussions are part of the development and regulatory review process.
Nethermind will lead the technical work
Nethermind is responsible for much of the project’s technical design and delivery.
Its work is expected to cover blockchain engineering, artificial intelligence and smart-contract security.
The company was already working with SMBC Nikko before the October agreement.
The two organizations announced an initial research partnership in March 2026 focused on exploring safe and controlled access to decentralized finance.
Automated market makers were one of the first areas studied.
Their research also examined smart contracts, zero-knowledge proofs and AI-based systems that could help manage investment strategies within predefined risk limits.
What will Uniswap Labs contribute?
Uniswap Labs will provide expertise around protocol integration and liquidity strategies.
Its experience with automated market makers and Uniswap v4 will be central to the project.
The company’s v4 architecture is especially relevant because hooks can add custom behavior to individual liquidity pools.
That flexibility could allow the Japan DeFi Gateway to introduce compliance or risk controls while still using decentralized exchange infrastructure.
For example, a hook could potentially determine whether a wallet is allowed to interact with a particular pool before approving a transaction.
Base will support blockchain deployment
Base will support deployment of the gateway within its Ethereum layer-2 ecosystem.
The network is expected to provide technical feedback and infrastructure support.
The project also plans to explore integration with x402, an open payments protocol developed by Coinbase.
x402 is designed to allow software and AI agents to make payments using HTTP-based payment requests.
For example, an AI agent could theoretically pay for an online service or API using stablecoins without requiring a traditional checkout process.
How extensively x402 will be integrated into the Japan gateway has not yet been disclosed.
Nyx Foundation will help with market-making strategies
Nyx Foundation is expected to provide expertise around market-making strategies and hook design.
Efficient market making is important for DeFi protocols because liquidity directly affects trading quality.
A pool with deeper liquidity generally experiences lower slippage and can handle larger transactions more efficiently.
The organization will work with the other partners to develop liquidity structures suitable for the planned gateway.
AI-powered “agentic vaults” are also being explored
The project includes another experimental area: agentic vaults.
SMBC Nikko describes these as AI-driven systems that could assist with or potentially execute investment decisions.
The goal is not necessarily to give artificial intelligence unrestricted control over investor funds.
Earlier research between SMBC Nikko and Nethermind described systems that operate within predefined parameters.
For example, an investor could potentially define risk limits or allocation rules, while an AI system manages assets within those boundaries.
The partners are also exploring ways to make AI decision-making verifiable and reproducible.
That could become important if automated investment systems are used in regulated financial environments.
The project started with SMBC Nikko and Nethermind
The DeFi Gateway builds on research that began earlier in 2026.
SMBC Nikko and Nethermind announced their initial partnership on March 6.
The companies said they would study ways to provide secure and controlled access to decentralized finance.
Automated market makers were the first major area of research.
During that phase, the companies explored blockchain infrastructure, smart contracts, artificial intelligence and zero-knowledge proofs.
They later presented a conceptual DeFi access gateway at Yield Summit 2026.
The October MoU expands that original two-company research initiative into a five-party development project.
Mid-2027 is the current target
SMBC Nikko says the DeFi Gateway is expected to be completed by mid-2027.
That does not necessarily mean a public launch will happen at exactly the same time.
Several major issues still need to be resolved before customers can use the platform.
The partners need to complete the technical architecture, test smart contracts, validate liquidity strategies and finalize compliance controls.
They must also continue discussions with Japanese authorities.
No final customer-access structure has been announced.
There is also no confirmed public launch date.
Japan’s crypto regulations are evolving
The project is being developed while Japan continues refining its approach to crypto regulation.
The Financial Services Agency has increased its focus on digital assets, stablecoins and decentralized finance.
During 2026, the regulator published material covering financial-crime risks connected with areas such as:
- DeFi
- Stablecoins
- Self-hosted wallets
- Money laundering
- Terrorism financing
- Proliferation financing
Japan’s regulatory approach has increasingly focused on identifying who exercises control or significant influence over decentralized financial services.
That issue could become particularly important for a project using permissioned liquidity pools and customized smart contracts.
Japan’s major banks are also exploring stablecoins
The DeFi Gateway is not developing in isolation.
Japan’s banking sector has been increasing its involvement with blockchain-based finance.
Three major Japanese banks have also been working toward stablecoin infrastructure, with plans targeting transactions by March 2027.
Their work includes areas such as issuance, governance and operating rules.
This suggests that 2027 could become an important year for regulated blockchain-based financial infrastructure in Japan.
Base has also been seeing more tokenized asset activity
Base has experienced growing trading activity involving tokenized securities.
Reports in September showed that decentralized exchange trading of tokenized stocks on Base reached roughly $100 million in one day.
Uniswap v4 also handled significant tokenized-asset activity during the preceding 30-day period.
However, SMBC Nikko has not said that the specific assets behind those trading figures will be included in the Japan DeFi Gateway.
The project still needs to determine which assets will qualify for deployment.
Why this project matters
The Japan DeFi Gateway represents an effort to bridge two financial models that have traditionally operated very differently.
Decentralized finance is built around open blockchain protocols and smart contracts.
Traditional financial markets rely much more heavily on regulated institutions, identity verification, investor protections and compliance systems.
This project is attempting to combine elements of both.
Uniswap v4 hooks could provide a way to introduce compliance requirements directly into decentralized liquidity pools.
SMBC Nikko brings regulated financial expertise.
Nethermind provides blockchain engineering and security.
Base contributes layer-2 infrastructure.
Nyx Foundation adds market-making knowledge.
Together, the partners are trying to determine whether DeFi infrastructure can be adapted for Japan’s regulated investment environment.
What happens next?
The project remains in the development stage.
Over the coming months, the partners are expected to continue designing and testing the technical framework.
Important areas to watch include:
- Which tokens and RWAs are approved for testing
- What investor eligibility requirements are introduced
- How AML and investor-protection hooks work
- Whether stablecoins become a major liquidity component
- How AI-powered vaults are controlled
- What requirements Japan’s FSA imposes
- Whether the mid-2027 completion target remains on schedule
For now, the agreement represents a development roadmap rather than a finished DeFi product.
If the project succeeds, it could provide one model for combining permissioned access and regulatory safeguards with decentralized liquidity infrastructure.
But before that happens, the partners still need to prove that the system can meet Japan’s technical, regulatory and investor-protection requirements.
