Binance has achieved one of its biggest regulatory milestones yet after confirming that its global platform, Binance.com, has received a full suite of digital asset licenses from Abu Dhabi. The approval places Binance under one of the world’s most respected crypto regulatory regimes—and positions the UAE as a central pillar in the exchange’s global strategy moving into 2026.
Binance Wins Complete Regulatory Approval
In a Dec. 7 announcement, Binance revealed that the Financial Services Regulatory Authority (FSRA) of the Abu Dhabi Global Market (ADGM) has granted full licensing for the exchange. This includes permissions for:
- Exchange operations
- Clearing and settlement
- Custody services
- Broker-dealer activities
This makes Binance the first digital asset exchange to operate an entire market infrastructure stack within ADGM.
Each function is licensed through a set of regulated entities that, together, mirror the structure of traditional financial markets. This gives Binance a level of regulatory clarity it has long sought in major jurisdictions.
Abu Dhabi as Binance’s Emerging Regulatory Hub
The move comes as industry reports suggest Abu Dhabi may be becoming Binance’s de facto governance and operational center. While the company has held off on confirming any official headquarters shift, its new licensing structure strongly signals that ADGM is now its anchor regulatory base.
Binance Co-CEO Richard Teng highlighted the significance of the milestone:
“ADGM is one of the most respected financial regulators globally, and holding an FSRA license demonstrates that Binance meets the highest standards for compliance, governance, and consumer protection.”
For a company with over 300 million users, the shift toward deeper regulatory integration marks a major strategic evolution moving from jurisdictional flexibility to globally recognized oversight.

The UAE has been rapidly expanding its digital-asset regulatory framework. A new federal law that took effect in November imposes strict penalties on unlicensed crypto businesses across all free zones, further cementing the country’s commitment to clear and enforceable rules.
