Kazakhstan is moving ahead with plans to build a national crypto reserve and part of the funding will come from digital assets seized by law enforcement.
According to local media reports, the initiative will be led by the National Investment Corporation (NIC), the investment arm of the National Bank of Kazakhstan, which intends to combine confiscated crypto with traditional reserves to grow the fund.
Seized crypto to support national reserve
The NIC confirmed it plans to use crypto assets confiscated from criminal cases, alongside foreign currency and gold, to capitalize the reserve. Timur Suleimenov, chairman of the National Bank, said roughly $350 million in overseas currency and gold has already been earmarked for the initiative.
Rather than buying crypto directly, the NIC will route its exposure through hedge funds, with crypto-related investments held via an account established at Kazakhstan’s Central Depository. Officials said a shortlist of five hedge funds has already been prepared, though their identities were not disclosed.
Looking further ahead, Suleimenov added that the NIC plans to allocate capital to crypto-focused venture capital funds as the market matures.
Reserve plans confirmed by president
Kazakhstan’s crypto reserve strategy was formally confirmed in September by President Kassym-Jomart Tokayev, who said the fund would also be supported by cryptocurrency mined through state-backed operations.
At the time, Tokayev also floated the idea of developing a smart urban hub known as “CryptoCity”, envisioned as a technology-driven district where crypto payments could be used for everyday goods and services.
A cautious but evolving crypto stance
Kazakhstan has gradually softened its position on digital assets, but officials continue to draw a hard line against unlicensed activity. A report earlier this month said regulators blocked more than 1,100 online crypto exchange platforms throughout 2025 as part of an ongoing enforcement push.
At the same time, authorities are experimenting with regulated crypto use cases. The Astana Financial Services Authority has begun accepting regulatory fees in USD-pegged stablecoins through approved agents, including Bybit.
Bybit has since launched a fully regulated peer-to-peer platform in the country, aimed at providing a transparent and compliant environment for crypto trading.
Kazakhstan has also unveiled a stablecoin project on Solana, with the central bank working alongside local banks and exchanges as part of a broader digital finance initiative.
Bigger picture
By channeling seized crypto into a sovereign reserve, Kazakhstan is blending enforcement with adoption turning illicit proceeds into state-managed digital assets. The approach highlights a growing trend among governments seeking exposure to crypto while maintaining tight regulatory control.
