After more than two years of regulatory hurdles, Binance has officially completed its acquisition of Gopax, marking the global exchange’s long-awaited return to the South Korean market.
The approval, finalized by South Korea’s Financial Intelligence Unit (FIU) on October 15, clears the final obstacle in a deal that’s been in progress since early 2023.
Regulatory Green Light After Years of Delays
According to a report by Maeli Business Newspaper, the FIU approved Binance’s executive change report for Gopax late Monday, formally sealing the acquisition.
The process began in February 2023, when Binance acquired a 67% stake in Gopax through its Industry Recovery Initiative, but regulatory reviews had kept the deal on hold.
Officials had been assessing Binance’s global compliance record, particularly following the exchange’s $4.3 billion settlement with U.S. authorities in 2023 over anti-money laundering violations.
However, Binance’s improved regulatory posture in 2025 including the settlement of its U.S. cases in May helped rebuild confidence and pave the way for the deal’s final approval.
“The completion of the Gopax acquisition marks a new chapter for Binance in South Korea,” a company spokesperson said. “We’re committed to rebuilding trust and contributing to a secure, compliant, and innovative crypto ecosystem in the country.”
Binance’s Return to South Korea’s Thriving Crypto Market
The acquisition grants Binance a direct foothold in one of Asia’s most active digital asset markets, which it exited in 2021 amid tightening compliance rules.
Gopax a fully licensed local exchange offering real-name verified accounts will now integrate Binance’s global liquidity, advanced trading infrastructure, and security systems to enhance its user experience.
With Binance’s backing, Gopax also aims to complete user compensation from the GoFi liquidity crisis of 2022, which stemmed from exposure to Genesis Global Capital.
So far, the company has repaid over $70 million to affected users, with remaining payouts expected to be completed through recovered assets and Binance’s support.
The exchange is also set to renew its banking partnership with Jeonbuk Bank and bolster compliance ahead of the 2025 Virtual Asset User Protection Act, which will enforce stricter asset segregation and reporting standards across all domestic exchanges.

Binance’s re-entry is expected to shake up South Korea’s highly concentrated crypto market, which is currently dominated by Upbit, controlling more than 75% of local trading volume.
With Gopax now backed by Binance’s global infrastructure, analysts expect the move to increase liquidity, narrow regional price gaps, and intensify competition across exchanges.
The successful approval could also encourage other global exchanges such as Coinbase and OKX to explore local partnerships or acquisitions in South Korea, signaling regulatory openness toward compliant international players.
