Turkmenistan has officially entered the global crypto landscape. A new law that came into force on January 1 has legalized cryptocurrency mining and trading across the country, marking a major policy shift for one of Central Asia’s most tightly controlled economies.
The legislation, signed by President Serdar Berdimuhamedov in late November 2025, creates a formal regulatory framework allowing both local and foreign participants to operate licensed crypto mining facilities and digital asset trading services within Turkmenistan.
A new regulatory framework for virtual assets
Known as the Law of Turkmenistan on Virtual Assets, the framework brings crypto mining, exchanges, and custodial platforms under a centralized licensing regime. Oversight will be handled primarily by the Central Bank of Turkmenistan, alongside other state authorities.
Under the new rules, individuals and legal entities, including non-residents, can participate in crypto-related activities as long as they obtain the required licenses and register all mining equipment and operational details with regulators.
Strict compliance requirements
The law introduces some of the region’s strictest compliance standards. All licensed operators must follow robust Know-Your-Customer and Anti-Money Laundering requirements. Anonymous wallets and transactions are fully banned, and covert or unregistered crypto mining is explicitly prohibited.
Cryptocurrencies are legally recognized as digital property but not as legal tender, currency, or securities. This means crypto cannot be used for everyday payments within the country, limiting its role to investment, trading, and infrastructure activity.
Advertising rules are also tightly controlled. Crypto firms must include clear risk warnings in promotions, while guarantees of profit and the use of state-related terms in branding are prohibited.
Economic diversification behind the move
Turkmenistan holds roughly 10% of the world’s natural gas reserves and has long relied on energy exports as the backbone of its economy. Officials view regulated crypto mining as a way to diversify revenue streams, attract foreign capital, and leverage energy resources more effectively.
The move also signals a broader effort to gradually open the economy, following recent steps to expand tourism and encourage selective foreign investment despite ongoing restrictions on internet access and digital services.
Regional influences and comparisons
Turkmenistan’s approach appears informed by regional examples. Neighboring Kazakhstan has emerged as a global crypto mining hub since 2021 by capitalizing on inexpensive electricity and has continued to explore stablecoins and crypto infrastructure investment.
To the north and east, Uzbekistan has built a tightly regulated but relatively mature crypto framework, balancing innovation with strict oversight.
Further south, Pakistan, a close regional partner, has also accelerated its crypto policy efforts by creating a national virtual assets regulator and appointing Changpeng Zhao, the former CEO of Binance, as a strategic adviser.
A cautious but notable opening
While Turkmenistan’s new law stops short of embracing crypto as money, it represents a meaningful step toward regulated participation in the digital asset economy. By legalizing mining and trading under strict state control, the country is testing whether crypto can support diversification without undermining financial stability.
