Hong Kong’s regulated stablecoin market could eventually do much more than make digital payments easier. According to HashKey senior researcher Tim Sun, HKD-backed stablecoins such as HKDAP could become an important settlement currency for cross-border transactions, corporate treasury operations, and tokenized financial assets.
Sun believes the bigger opportunity lies in bringing the Hong Kong dollar directly into the growing on-chain financial ecosystem.
“From our perspective, the role of HKD stablecoins (including HKDAP) in the future will be more than just a new payment tool; more importantly, they will serve as a digital vehicle for the Hong Kong Dollar to enter the on-chain financial system.”
Asia already handles significant cross-border capital flows and has a well-developed financial sector. Combined with the growing adoption of tokenized assets, these conditions could create several practical uses for regulated HKD stablecoins.
Sun highlighted cross-border settlements, corporate treasury management, digital asset trading, and tokenized finance as some of the areas where HKDAP could eventually play a larger role.
As more traditional financial assets move onto blockchain networks, institutions will also need digital currencies that can settle those transactions efficiently.
Insurance Emerges as an Early HKDAP Use Case
Insurance is already becoming one of the first real-world testing grounds for HKDAP.
On Aug. 14, HashKey Exchange completed a live HKDAP transaction with YF Life Insurance International using real funds. The transaction tested both subscription and redemption processes.
YF Life also indicated that it intends to support premium payments through HKDAP in the future, subject to applicable regulatory requirements.
According to Sun, insurance provides a natural environment for testing regulated stablecoins. The industry operates under strict regulatory standards, while insurance premium payments are recurring and relatively standardized transactions.
This makes the sector suitable for testing whether stablecoin-based settlement systems can work reliably in real financial operations.
HashKey has also partnered with OneDegree to explore additional local and cross-border applications for HKDAP.
These developments followed Anchorpoint Financial’s controlled launch of HKDAP earlier in August. Anchorpoint selected HashKey Exchange as an authorized distributor, giving eligible institutions and professional investors access to minting, redemption, and fiat conversion during the stablecoin’s beta phase.
Trade and Treasury Could Become Major HKDAP Markets
HKDAP’s potential is not limited to insurance.
On Aug. 13, Unloq announced that its SC+ trade-finance infrastructure had completed a Hong Kong transaction using HKDAP as the settlement instrument for a receivables-financing deal.
The system created a blockchain-based representation of the approved receivable, while HKDAP was used to settle the transaction.
Sun sees trade finance, cross-border corporate fund management, and tokenized assets as particularly promising areas for HKD stablecoins.
These activities often involve multiple currencies, different time zones, and complex capital-management requirements. Blockchain-based settlement could potentially make some of these processes faster and more flexible.
Institutional participation in HKDAP has also been expanding.
Standard Chartered Bank (Hong Kong) became the stablecoin’s first bank distributor on Aug. 24. The bank said it was exploring potential applications with eligible institutional clients, including fund settlement, treasury management, and cross-border trade payments.
The distribution network continued growing during the final week of August. Finloop joined as an authorized distributor on Aug. 25, followed by Yunfeng Financial on Aug. 26.
Bank of East Asia also signed an agreement with Anchorpoint on Aug. 28 to explore potential applications for the HKD-backed stablecoin.
HKDAP Is Still in a Controlled Rollout
Despite growing institutional interest, HKDAP is not yet available through unrestricted public distribution.
Anchorpoint launched beta access on Aug. 12 for institutional distributors and professional investors. Cross-border payments, fiat conversion, and tokenized-asset settlement were identified as some of its initial use cases.
The project had already undergone months of regulatory and technical preparation.
In May, Anchorpoint, OSL Group, and Futu-backed PantherTrade tested HKDAP transfers on the Ethereum mainnet. The exercise tested the stablecoin’s transaction process ahead of its broader institutional rollout.
According to Anchorpoint’s whitepaper, each HKDAP token has a par value of HK$1.
Tokens in circulation must be backed by a reserve pool with a market value at least equal to the outstanding supply. Those reserve assets are held in trust for token holders.
Hong Kong’s regulatory framework has played a major role in the project’s development.
In April, the Hong Kong Monetary Authority granted its first stablecoin issuer licenses to Anchorpoint and HSBC. The licenses were issued under the Stablecoins Ordinance, which took effect in August 2025.
The framework establishes requirements covering reserves, redemption mechanisms, governance, and risk management.
Anchorpoint itself was formed by Standard Chartered Bank (Hong Kong), HKT, and Animoca Brands after the companies participated in the HKMA’s stablecoin issuer sandbox.
HKD Stablecoins Could Reduce Reliance on Dollar-Backed Tokens
One of the most important long-term implications of HKDAP could be its ability to provide an alternative settlement currency for blockchain-based finance.
Today, much of the stablecoin economy is dominated by tokens linked to the U.S. dollar. Sun believes bringing the Hong Kong dollar onto blockchain infrastructure could give institutions another regulated settlement option.
“The significance of the HKD stablecoin lies in enabling the HKD to participate in this new financial infrastructure system, preventing on-chain finance from relying solely on USD stablecoins in the long run.”
The development comes as other major financial markets establish their own rules for stablecoins.
In the United States, President Donald Trump signed the GENIUS Act into law in July 2025, establishing a federal framework for permitted payment stablecoin issuers.
However, U.S. regulators missed a July 18, 2026 deadline for completing several important implementing rules ahead of the framework’s Jan. 18, 2027 effective date.
U.S. authorities have also proposed customer-identification requirements for certain payment stablecoin issuers. Under the proposal, covered issuers would be treated as financial institutions for Bank Secrecy Act purposes and would have to verify customers with whom they maintain direct relationships.
Hong Kong, meanwhile, has placed HKDAP under HKMA supervision from the issuance stage.
Anchorpoint states that HKDAP is authorized for issuance in Hong Kong, while distribution in other jurisdictions must comply with the laws and regulations of those markets.
HKDAP’s Role Could Grow Alongside Tokenized Finance
HKDAP remains at an early stage, but its initial institutional use cases suggest that Hong Kong’s stablecoin ambitions extend beyond everyday payments.
Insurance, trade finance, treasury management, cross-border settlement, and tokenized assets could all become important applications as the ecosystem develops.
If more financial instruments move onto blockchain networks, demand for regulated on-chain settlement currencies is likely to grow alongside them.
