Binance is reportedly preparing another attempt to enter the United Kingdom’s regulated crypto market, with plans to apply for authorization from the Financial Conduct Authority when the application window opens later this year.
According to a report from The Telegraph, the exchange intends to submit an application after Sept. 30, when the FCA begins accepting applications under the UK’s new crypto regulatory framework.
If approved, Binance could potentially resume regulated services for UK users once the new regime takes effect in October 2027.
However, an application alone would not mean Binance has been cleared to return. The FCA would still need to review the exchange’s governance, compliance systems, financial crime controls and overall ability to meet the regulator’s standards.
Binance Is Reportedly Preparing an FCA Application
The reported plan marks a potentially important step in Binance’s efforts to rebuild its position in the British market.
The exchange is expected to apply during the FCA’s six-month authorization period, which runs from Sept. 30, 2026, through Feb. 28, 2027.
Binance has not publicly confirmed that an application has already been filed, nor has it identified which legal entity would seek authorization.
That distinction matters because Binance operates through multiple entities across different jurisdictions.
Even if the company submits an application, approval is not guaranteed.
The FCA has also not indicated that Binance is expected to receive authorization.
Binance Still Faces Restrictions Dating Back to 2021
Binance’s relationship with UK regulators has been complicated for several years.
In June 2021, the FCA imposed restrictions on Binance Markets Limited, preventing the company from carrying out regulated activities without the regulator’s written approval.
Those restrictions remain in place.
The FCA has previously stated that Binance Markets Limited was not capable of being effectively supervised, citing concerns related to the wider Binance Group’s structure and the complexity of some of its products.
At present, no Binance Group entity holds full UK authorization to conduct regulated crypto activities.
That means the reported application would represent an attempt to establish a new compliant route into the British market rather than a simple restart of previous operations.
Binance Stopped Accepting New UK Customers in 2023
Binance’s UK difficulties became more visible in 2023 after the FCA introduced stricter crypto financial promotion rules.
The exchange initially relied on Rebuilding Society, an FCA-authorized company, to approve its UK marketing materials.
However, the regulator later restricted Rebuilding Society’s ability to approve crypto promotions.
Binance subsequently stopped accepting new UK users while it searched for another compliant arrangement.
That left the exchange with a much more limited presence in Britain.
A successful authorization under the new framework could potentially provide a clearer and more permanent route back into the market.
The FCA Application Window Opens on Sept. 30
The UK’s new authorization process is expected to begin on Sept. 30, 2026.
Companies will have until Feb. 28, 2027 to apply during the main transition window.
The broader crypto regulatory regime is then scheduled to take effect on Oct. 25, 2027.
Crypto companies that want to provide newly regulated services in Britain will need fresh authorization.
Existing anti-money laundering registrations will not automatically convert into permissions under the new system.
This means both existing UK crypto businesses and overseas companies seeking market access will need to meet the new standards.
Filing Early Could Give Firms More Flexibility
The FCA has encouraged companies to submit applications early.
Businesses that apply during the designated window may qualify for transitional arrangements while their cases are reviewed.
These provisions could allow eligible firms to continue certain activities while waiting for a final decision.
However, companies applying after the Feb. 28 deadline may not receive the same protection.
In some cases, they may need to stop providing regulated services until authorization is granted.
For Binance, applying near the opening of the window could therefore provide more time to address regulatory questions before the new rules fully take effect.
An Application Does Not Equal a License
This is one of the most important points for UK crypto users.
Binance filing an application would not mean the exchange has received FCA approval.
It would simply begin the regulatory review process.
The FCA would still need to determine whether Binance meets its authorization requirements.
The regulator can reject an applicant that fails to meet its minimum standards or does not satisfy its “fit and proper” tests.
Until Binance receives formal authorization and appears on the FCA register, users should not assume it holds a UK license.
FCA Rules Will Be Much Broader Under the New Framework
The new British crypto regime expands the FCA’s role well beyond financial promotions and anti-money laundering registration.
The framework will cover a wide range of crypto activities, including trading platforms, dealing, arranging transactions, custody, staking, lending and certain stablecoin-related services.
That means authorized crypto companies will face requirements similar to those already applied to more traditional financial businesses.
These may include capital requirements, governance standards, operational resilience rules, financial crime controls and consumer protection obligations.
The framework will also apply the Consumer Duty and the Senior Managers and Certification Regime to regulated crypto businesses.
Crypto Exchanges Will Face Stricter Trading Rules
Trading platforms will also need to meet more detailed operational requirements.
These include standards around disclosures, asset listings and market abuse controls.
Custody businesses will face separate requirements covering client asset ownership, record keeping, reconciliation and private key management.
For an exchange as large and complex as Binance, complying with those standards could require significant documentation and operational changes.
The FCA is likely to examine the company’s ownership structure, governance systems, risk controls and compliance procedures before making a decision.
Binance Has Not Said Which Services It Wants to Offer
Another major question remains unanswered.
Binance has not publicly specified which UK services it would seek authorization to provide.
A potential relaunch could include spot trading, custody, staking or other products, but that has not yet been confirmed.
Different activities may require different permissions.
As a result, even if Binance receives FCA authorization, the scope of its UK business could still be narrower than the range of services available on its global platform.
Binance Would Return to a More Competitive UK Market
If Binance does secure approval, it would re-enter a market where several competitors already have regulatory relationships with the FCA.
Coinbase, for example, received permission in 2025 to provide crypto services directly through its British entity.
IG Digital Assets also joined the FCA’s cryptoasset register.
However, those existing registrations will not automatically guarantee authorization under the 2027 regime.
Companies operating under the current framework will also need to apply for the appropriate new permissions.
That means the transition could reshape the competitive landscape across the entire UK crypto market.
Binance Has Also Faced Regulatory Problems in Europe
The reported UK application comes after Binance faced setbacks elsewhere in Europe.
The exchange withdrew a Greek authorization application under the European Union’s Markets in Crypto-Assets framework earlier this year.
It also suspended many services for EU residents after missing a relevant licensing deadline, while continuing to explore alternative routes back into the market.
The UK process is separate from the EU’s MiCA framework.
An FCA authorization would only apply to activities governed by British law.
It would not automatically give Binance the right to offer regulated services across the European Union.
Why the UK Market Matters to Binance
The UK remains one of the world’s most important financial markets.
Gaining FCA approval could strengthen Binance’s credibility in a jurisdiction known for demanding financial regulation.
It could also give the exchange access to a large population of retail and institutional crypto users under a clearer legal framework.
At the same time, the FCA has historically taken a cautious approach to crypto businesses.
That means Binance’s application could become an important test of whether the exchange can meet stricter governance and compliance standards in a major Western market.
What Happens Next?
The first meaningful step will be the actual submission of Binance’s application after Sept. 30.
Until that happens, the proposed UK return remains a reported plan.
After filing, the FCA would begin assessing the relevant legal entity, its ownership, governance structure, financial resources and compliance systems.
The regulator has not promised that all applications filed during the transition period will be decided before October 2027.
Eligible companies may be able to rely on transitional provisions while applications are reviewed, but only if they meet the required conditions.
For Binance specifically, any return could also require existing restrictions on Binance Markets Limited to be removed, amended or otherwise addressed.
Binance’s UK Return Is Far From Guaranteed
The possibility of Binance returning to Britain is significant, but it should not be confused with regulatory approval.
The company reportedly intends to apply.
It has not yet been authorized.
The FCA will ultimately decide whether Binance meets the standards required to operate regulated crypto services in the United Kingdom.
If approval is granted, the move could mark an important comeback for one of the world’s largest crypto exchanges.
If the regulator rejects the application, Binance may need to reconsider its UK strategy once again.
For now, the key date is Sept. 30, 2026, when the authorization window opens.
Until Binance files and receives an affirmative FCA decision, its UK return remains a possibility rather than a certainty.
