Thailand’s Securities and Exchange Commission (SEC) is seeking public input on a set of proposed amendments that aim to tighten listing criteria for digital assets on licensed crypto exchanges. The move is part of the country’s broader push to foster a regulated, transparent, and globally competitive digital asset ecosystem.
Public Consultation Open Until July 21
The SEC announced on its website that the public can submit feedback on the proposed changes through three channels: the SEC’s official website, the central legal system platform, or via email. The consultation period runs through July 21, allowing stakeholders including exchanges, developers, and investors to weigh in on how Thailand’s crypto framework evolves.
The proposal stems from a June meeting of the SEC board, during which members voted to formally approve the revision of listing standards.
Key Rule Changes: Self-Issued Tokens and Disclosure Mandates
Under the new framework, licensed digital asset exchanges in Thailand would be permitted to list utility tokens or cryptocurrencies issued by the exchanges themselves or affiliated entities provided they are used for blockchain-related utility purposes. This marks a significant shift from the previous prohibition on self-issued tokens, which was designed to limit conflicts of interest and ensure listing neutrality.
In addition, the updated regulations would mandate the disclosure of identities of persons associated with digital token issuers. This transparency measure is intended to strengthen monitoring efforts and curb insider trading.
As part of the rollout, the SEC will apply alert symbols in its e-reporting system to flag relevant parties for regulatory tracking. Exchanges must ensure that, for any tokens already listed prior to the new rules taking effect, all related issuer information is disclosed within 90 days of the regulation’s enforcement.
Part of Thailand’s Broader Crypto Strategy
These regulatory updates are the latest in a series of crypto-friendly but security-conscious steps from Thai authorities. Earlier this year, the Thai government introduced a five-year capital gains tax exemption for crypto transactions made through licensed platforms. The exemption applies retroactively from January 1, 2025 and will run through December 31, 2029 a move aimed at attracting more crypto businesses and investors to Thailand.
The SEC is also working closely with the Revenue Department to implement the OECD’s Crypto-Asset Reporting Framework (CARF). This international standard facilitates the automatic exchange of digital asset transaction data between countries, helping to ensure compliance and transparency on a global scale.
Crackdown on Unlicensed Exchanges
In parallel with its reform efforts, Thailand is cracking down on unauthorized crypto trading platforms. Starting June 28, the SEC backed by the Ministry of Digital Economy and Society—will block access to five major offshore exchanges: Bybit, CoinEx, OKX, XT.COM, and 1000X. These platforms have been operating in Thailand without proper licenses, offering services to local users in violation of national laws.
Growing Competition: Licensed Exchanges on the Rise
Thailand’s emphasis on compliance hasn’t stopped growth in the sector. Earlier this month, KuCoin launched a fully licensed crypto exchange in Thailand, further signaling the country’s attractiveness as a regulated hub for digital finance.

With these new proposals, Thailand is striking a delicate balance: encouraging innovation and capital inflow while maintaining firm regulatory oversight. By welcoming public participation, the SEC reinforces its commitment to a transparent rule-making process that supports both investor protection and market development.
