Coinbase Payments has become the latest major player to join the Open Intents Framework (OIF), an initiative designed to make cross-chain transactions across Ethereum and its Layer 2 networks as seamless as possible.
Building Standards for the Ethereum Ecosystem
By joining OIF as a core contributor, Coinbase is working alongside more than 30 other projects including big names like Arbitrum, Optimism, zkSync, and Scroll to set open standards for secure, permissionless cross-chain operations.
For developers, the framework offers a set of plug-and-play tools including solvers, smart contracts, and UI templates that make it faster and easier to build intent-based applications without starting from scratch.
What It Means for Users
For everyday users, the OIF could take the headaches out of moving assets between Ethereum and its Layer 2s. Instead of dealing with multiple bridges or complex steps, users can simply express an “intent” like swapping tokens across chains and a solver automatically carries it out in the background.
Coinbase explained the vision clearly in a recent post on X:
“The framework is a critical step toward mainstream applications like ecommerce, where cross-chain payments can feel as seamless as today’s web experiences, while benefiting from the security of the Ethereum network.”
Growing Collaboration in OIF
The Open Intents Framework was first launched in February by the Ethereum Foundation to unify Ethereum’s fragmented Layer 2 landscape. It builds on standards such as ERC-7683, which defines how intents are created, executed, and settled laying the foundation for fast and secure cross-chain operations.
Since then, the initiative has quickly grown. Beyond Coinbase, participants include not just L2 giants but also cross-chain protocols like LI.FI, and experimental projects such as Wonderland, Taiko, and Across Protocol, which are using OIF modules to test innovative features like cross-chain Dutch auctions.

With Coinbase on board, the push to standardize cross-chain payments gets a major boost. The collaboration is seen as a big step toward bringing Web3 payments closer to the smooth, user-friendly experience people expect from Web2, all while keeping the security guarantees of Ethereum.
