Kazakhstan is preparing to launch a state-backed crypto reserve, signaling a bold move toward embracing digital assets at a sovereign level but only after establishing a comprehensive legal framework.
Crypto Reserve in the Works
In a response to a parliamentary inquiry, Timur Suleimenov, Chairman of Kazakhstan’s National Bank, revealed that the central bank is developing a detailed concept for the creation and management of a state crypto reserve. The initiative is expected to be housed within a bank-affiliated entity focused on alternative investments.
The proposed reserve would be funded using confiscated digital assets and cryptocurrency mined through government-backed mining operations.
“International practice shows that the sources for such a reserve may include confiscated crypto-assets, as well as cryptocurrencies mined by a crypto miner partially owned by the government,” Suleimenov stated.
Legal Changes Required
However, Suleimenov emphasized that legislative amendments are necessary before implementation. The new legal framework would define the crypto reserve’s status, as well as the procedures for asset deposit and usage.
The National Bank has expressed willingness to collaborate with lawmakers to craft and pass the required legislation a crucial step in bringing the state-backed crypto initiative to life.
Tightening Oversight and Protecting Users
The announcement is part of Kazakhstan’s broader push to regulate digital assets. Earlier in June, Suleimenov warned the public to exercise caution when purchasing cryptocurrencies and revealed that the financial regulator is already working on a comprehensive law to govern digital asset circulation.
As part of these efforts, the National Bank also plans to tighten restrictions on crypto advertising, particularly to shield vulnerable populations from misleading investment schemes and self-styled “business coaches” promoting unrealistic returns.
Crackdown on Unlicensed Crypto Services
Kazakhstan has also been proactively enforcing its existing rules. Since 2024, a regulation prohibits crypto-related transactions without an AIFC license. The Agency for Regulation and Development of the Financial Market (ARDFM) and the AIFC Committee maintain a quarterly list of unlicensed providers. In Q1 2025 alone, banks blocked 15,800 transactions worth approximately $3.07 million linked to these services.
Education and Infrastructure Development
Alongside regulation, Kazakhstan is also building a supportive environment for Web3 innovation. In May, the National Bank unveiled plans to license crypto exchanges facilitating fiat conversions. Additionally, the Solana Foundation signed a Memorandum of Understanding with Kazakhstan’s Ministry of Digital Development to promote crypto education, support startups, and advance tokenization in capital markets.
With regulatory clarity, consumer protections, and infrastructure-building all underway, Kazakhstan is positioning itself as a regional leader in digital asset adoption one that balances innovation with oversight.
