U.S. financial regulators are renewing their push to bring clarity to digital asset markets. The Securities and Exchange Commission and the Commodity Futures Trading Commission have officially relaunched Project Crypto, a joint effort aimed at aligning oversight of on-chain trading activity and closing regulatory gaps across agencies.
The announcement comes as lawmakers debate long-awaited crypto market structure legislation, with regulators warning that further delays could push innovation outside the United States.
Regulators call for urgent legislative action
SEC Chair Paul S. Atkins and CFTC Chair Michael S. Selig said clearer rules will require both congressional action and coordinated implementation by federal agencies.
In a joint statement released on Jan. 29, the chairs urged Congress to pass comprehensive crypto market structure laws, including the CLARITY Act, arguing that regulatory uncertainty has constrained innovation and limited investor access to compliant digital asset products.
They emphasized that digital asset markets now operate largely on-chain, integrating trading, clearing, settlement, and custody into single systems structures that challenge traditional regulatory boundaries.
“Minimum-effective-dose” approach to regulation
As part of Project Crypto’s relaunch, the SEC and CFTC outlined a “minimum-effective-dose” regulatory philosophy. Rather than imposing overlapping requirements all at once, the agencies plan to sequence new rules and focus on material risks grounded in existing statutory authority.
The regulators said fragmented oversight has created inefficiencies, with firms often facing duplicative registrations and inconsistent definitions across agencies. Project Crypto aims to harmonize terminology, align supervisory responsibilities, and enable data sharing to improve market surveillance.
Key priority areas include registration standards, disclosure, custody safeguards, clearing, and on-chain monitoring tools.
Keeping crypto innovation in the U.S.
Atkins and Selig also warned that global competition for digital asset activity is intensifying. While some jurisdictions are rolling out clear and flexible frameworks, others are imposing restrictions that may slow market development.
The chairs cautioned that overly rigid or outdated rules in the U.S. could drive crypto innovation offshore. Atkins added that clearer rules could support broader participation, including potential expansion of crypto access within retirement accounts.
Both regulators stressed that new rules should adapt to emerging technology rather than forcing blockchain markets into legacy frameworks designed for traditional finance.
