El Salvador is continuing its bold Bitcoin strategy, quietly adding 240 BTC to its national treasury since December 19, 2024, even as it navigates the terms of a $1.4 billion agreement with the International Monetary Fund (IMF) that discourages further public-sector crypto holdings.
Bitcoin Accumulation Persists Amid IMF Pressure
According to official confirmations, El Salvador’s Bitcoin holdings have now reached 6,209 BTC, reinforcing President Nayib Bukele’s ongoing commitment to Bitcoin as a national asset. The country’s strategy of purchasing 1 BTC per day, initiated in 2022, has remained uninterrupted even after agreeing to IMF terms that called for a halt to additional Bitcoin accumulation and an end to BTC’s status as legal tender.
In a recent interview with Bloomberg, Economy Minister Maria Luisa Hayem emphasized that the Bitcoin initiative remains a cornerstone of the government’s economic vision.
“There’s a commitment of President Bukele to keep accumulating assets. Bitcoin keeps being an important project,” Hayem said. “There is an asset accumulation that we’re seeing from the government perspective, from the private sector perspective.”
Navigating IMF Compliance
Despite the contradiction between continued Bitcoin purchases and the IMF agreement, El Salvador appears to be operating in a legal gray area. Rodrigo Valdes, head of the IMF’s Western Hemisphere Department, acknowledged that the country remains in technical compliance with the loan agreement.
The distinction lies in the structure of the transactions: the IMF deal restricts activities in the formal fiscal sector, and El Salvador’s BTC purchases are reportedly being made through non-central fiscal entities, such as state-owned companies or sovereign investment vehicles. This approach has allowed the government to maintain its daily accumulation strategy without breaching IMF conditions.
A Unique Economic Experiment
El Salvador continues to serve as a global case study in national Bitcoin adoption. While critics point to volatility and international pressure, the Bukele administration frames Bitcoin as a strategic reserve asset and a hedge against fiat instability.
