Kazakhstan is taking a new approach to regulating its cryptocurrency mining industry by linking access to affordable electricity with contributions to a government-backed crypto reserve.
Under newly approved rules, large-scale Bitcoin miners that qualify for a special strategic mining status will receive regulated electricity supplies in exchange for transferring a portion of the cryptocurrency they mine to a state-managed reserve. The policy is part of the country’s broader effort to strengthen oversight of the digital asset sector while expanding its role in the global crypto economy.
The new framework will take effect on August 1, 2026.
A new category for strategic Bitcoin miners
The regulations introduce a new classification known as strategic digital mining.
Mining companies that meet the government’s requirements will gain access to electricity quotas at regulated prices, an important advantage in an industry where energy costs directly impact profitability.
In return, approved miners must contribute part of their newly mined digital assets to Astana Hub, Kazakhstan’s government-backed technology and innovation center.
Rather than treating Bitcoin mining as a purely private business, the government is integrating it into its long-term national digital asset strategy.
Strict requirements for mining companies
Only the country’s largest and most advanced mining operators will qualify for strategic status.
To be eligible, companies must:
- Operate a mining data center with at least 150 megawatts (MW) of installed capacity.
- Use mining equipment capable of delivering a minimum of 150 terahashes per second (TH/s) per unit.
- Employ qualified technical staff.
- Maintain on-site repair facilities.
- Secure agreements with multiple internet service providers.
- Remain fully compliant with taxes and other regulatory obligations.
After approval, miners must also purchase electricity from designated power producers and sign cooperation agreements with Astana Hub.
Contributing to a state-backed crypto reserve
One of the framework’s most notable features is the creation of a government-supported cryptocurrency reserve.
Participating miners will be required to transfer a portion of the digital assets they produce into this reserve through Astana Hub.
The official government resolution does not specify exactly how much cryptocurrency miners must contribute.
However, several local media reports suggest the contribution could be around 10% of mined assets, although that figure has not been officially confirmed.
The system effectively exchanges access to reliable electricity for participation in Kazakhstan’s national crypto reserve initiative.
Part of a broader digital asset strategy
The mining framework is not an isolated policy.
It builds on several initiatives Kazakhstan has introduced over the past two years to expand its regulated cryptocurrency ecosystem.
In September 2025, the country launched the Alem Crypto Fund, a state-backed investment vehicle designed to accumulate digital assets over the long term.
The fund made its first investment through a partnership with Binance Kazakhstan, purchasing BNB as part of its initial portfolio.
Crypto investments extend beyond mining
Kazakhstan has also begun integrating digital assets into its broader financial strategy.
Earlier this year, the country’s central bank announced plans to allocate up to $350 million from its foreign exchange reserves into crypto-related investment products.
Rather than purchasing Bitcoin directly, the bank intends to invest in:
- Digital asset investment funds
- Crypto index products
- Blockchain infrastructure companies
This approach allows the country to gain exposure to the digital asset industry while maintaining a diversified investment strategy.
Expanding regulated crypto payments
The government has also supported the development of regulated cryptocurrency payment systems.
Earlier this month, Alatau City Bank partnered with Binance Kazakhstan to launch Crypto Pay, allowing customers to make purchases using cryptocurrency through QR codes and existing point-of-sale terminals.
The initiative forms part of Kazakhstan’s broader effort to integrate regulated digital assets into everyday financial services.
Oversight remains a priority
While encouraging innovation, Kazakhstan has also strengthened enforcement across the crypto industry.
Earlier this year, authorities blocked access to more than 1,100 unlicensed cryptocurrency exchanges, directing investors toward licensed and regulated platforms.
The latest mining rules continue that strategy by bringing large mining operations more directly under government oversight.
Kazakhstan remains a major Bitcoin mining hub
Following China’s crackdown on cryptocurrency mining in 2021, Kazakhstan quickly emerged as one of the world’s leading Bitcoin mining destinations.
According to the Cambridge Digital Mining Industry Report, the country ranked fifth globally in Bitcoin mining activity in 2025.
Rather than simply attracting more miners, Kazakhstan is now focusing on ensuring that large-scale mining operations contribute directly to national digital asset development.
Balancing growth with national interests
Kazakhstan’s latest framework reflects a broader shift in how governments are approaching cryptocurrency mining.
Instead of viewing miners solely as private businesses consuming electricity, the country is positioning them as strategic contributors to its digital economy.
