Hong Kong is taking another major step toward becoming a global leader in digital finance by establishing a tokenized bond expert group that brings together some of the world’s largest financial institutions.
The initiative, led by the Hong Kong Monetary Authority (HKMA), follows several successful government-backed digital bond issuances and reflects growing interest in using blockchain technology to modernize traditional capital markets.
The new working group includes leading banks, financial infrastructure providers, and digital asset firms that will help shape the future of tokenized bonds in Hong Kong and beyond.
Major Financial Institutions Join the Initiative

The city’s tokenization journey began gaining momentum in 2021 through collaboration with the Bank for International Settlements on blockchain-based bond issuance projects.
Since then, Hong Kong has completed multiple government-backed tokenized bond offerings designed to test and expand digital capital market infrastructure.

Combined, Hong Kong has now issued more than HK$6.8 billion ($868 million) in tokenized government bonds, providing a substantial foundation for future market development.

- Japan Securities Clearing Corporation conducting blockchain collateral trials alongside Mizuho Financial Group and Nomura Holdings.

JPMorgan’s Broader Tokenization Strategy
JPMorgan’s participation in the Hong Kong working group aligns with its broader blockchain ambitions.
The bank has become one of the most active traditional financial institutions in the tokenization space through projects involving tokenized deposits, digital settlement systems, and blockchain-based financial infrastructure.
Recent reports indicate that the The Clearing House—whose owners include JPMorgan, Bank of America, Citigroup, and Wells Fargo—is developing a tokenized deposit network expected to launch in 2027.
The proposed system would allow tokenized bank deposits to move continuously across blockchain-enabled payment infrastructure while remaining fully within the regulated banking sector.
