Messaging platform Telegram is facing mounting pressure in Russia after blocking millions of channels while regulators consider a potential nationwide restriction as early as April 1.
According to state media reports, Telegram has blocked more than 7.463 million channels and groups since January 1. On February 15 alone, approximately 238,800 channels were removed, followed by another 187,300 the next day.
The crackdown comes as Russian authorities tighten digital oversight and increase pressure on foreign platforms operating in the country.
Regulators Demand Greater Compliance
Russian telecommunications watchdog Roskomnadzor previously slowed Telegram traffic, citing non-compliance with national regulations. Officials say the platform must meet several requirements to continue operating fully in Russia.
These include:
- Establishing a local legal entity
- Storing Russian user data within the country
- Paying applicable taxes
- Blocking content deemed illegal under Russian law
Andrey Svintsov, deputy chairman of the State Duma Committee on Information Policy, stated that Telegram has recently intensified efforts to comply. He suggested the company could meet regulatory demands within one to two months, potentially avoiding a full ban.
However, media reports indicate authorities may begin “sequential restrictions,” with some sources claiming preparations are underway for a possible April 1 block. Officials have neither confirmed nor formally denied those reports.
WhatsApp Already Fully Blocked
The pressure is not limited to Telegram.
Authorities have fully blocked WhatsApp, removing its domains from Russia’s DNS infrastructure. The move effectively cut off access nationwide.
Before the block, WhatsApp was the country’s most popular messaging app with roughly 94.5 million monthly users. Telegram closely followed with around 93.6 million users.
As part of a broader strategy, Russia is promoting its state-backed messaging platform, Max, while increasing scrutiny of foreign-owned services.
Users Turn to VPNs and Alternatives
Despite traffic throttling and regulatory uncertainty, Russian users continue finding ways to maintain access.
VPN usage has reportedly surged as citizens attempt to bypass restrictions. Alternative messaging apps such as imo have also gained attention as backup options.
Unlike WhatsApp, Telegram appears to be taking visible steps to maintain functionality in Russia by removing flagged content and engaging more actively with regulators. Whether those efforts will be sufficient to prevent a ban remains unclear.
A Broader Digital Shift
The situation highlights an ongoing tension between global tech platforms and national regulatory frameworks. As governments assert tighter control over digital ecosystems, messaging platforms increasingly face complex compliance challenges.
Telegram’s response over the coming weeks could determine whether it continues operating freely in one of its largest markets or joins WhatsApp on the country’s restricted list.
