The United Kingdom is preparing to bring the cryptocurrency industry fully under regulatory oversight, with plans to finalize a comprehensive framework by late 2027. The new rules would place digital asset firms under the supervision of the Financial Conduct Authority (FCA), aligning crypto regulation more closely with traditional financial markets.
According to a report from The Guardian, the UK Treasury intends to formalize oversight of the fast-growing crypto sector, which has so far operated in a relatively lightly regulated environment. Officials say the move is designed to strengthen consumer protections and reduce financial crime as digital asset adoption continues to rise.
Closing the consumer protection gap
Under the proposed framework, crypto firms operating in the UK would be subject to the same types of safeguards expected in other parts of the financial system. Regulators believe this will address long-standing gaps in consumer protection that have left investors exposed to fraud, platform failures, and misconduct.
The urgency has grown as crypto-related scams have surged. Data from UK Finance shows that losses linked to crypto fraud jumped 55% over the past year, highlighting the risks facing retail investors in the absence of stronger oversight.
High-profile cases fuel regulatory push
Concerns around illicit activity were underscored last month when UK authorities carried out the country’s largest-ever Bitcoin seizure. Following the prosecution of Chinese national Zhimin Qian, who defrauded more than 128,000 people in China, law enforcement recovered 61,000 BTC worth more than £5 billion that had been hidden in the UK.
Officials say cases like this demonstrate the need for clearer rules and stronger enforcement tools to identify, track, and confiscate illicit crypto assets.
Regulation aimed at supporting growth
Despite the tougher oversight, the UK government says the goal is not to stifle innovation but to provide clarity and confidence for legitimate businesses.
UK Chancellor Rachel Reeves said clear regulations would help firms invest and grow while protecting consumers and keeping bad actors out of the market. By setting firm standards, officials hope to position the UK as a leading hub for digital asset innovation rather than driving companies offshore.
FCA outlines strict standards
In a consultation paper released in September, the FCA outlined the areas it plans to regulate most closely. These include operational resilience, financial crime prevention, governance standards, and senior management accountability. While the regulator acknowledged that risks such as price volatility cannot be eliminated, it said the framework would create a safer and more transparent market.
City Minister Lucy Rigby described the legislation as a milestone for the UK’s digital asset strategy, saying the rules would be proportionate, fair, and supportive of long-term growth. She confirmed that secondary legislation is expected to be introduced shortly, with the aim of finalizing the rulebook by mid-2026 ahead of full implementation in 2027.
Faster approvals signal readiness
The FCA has already taken steps to prepare for the new regime. The regulator has significantly reduced approval timelines for crypto firm registrations, cutting the process from more than a year to an average of around five months.
Approval rates have also improved sharply, rising to about 45% in recent months compared with less than 15% on average over the past five years a sign, officials say, that both regulators and firms are adapting to higher standards.
