Texas has taken a historic step toward becoming the first U.S. state to build its own bitcoin reserve. State officials confirmed that Texas has purchased $5 million worth of shares in BlackRock’s iShares Bitcoin Trust (IBIT) the first move under a new $10 million program designed to accumulate Bitcoin for strategic state use.
The acquisition follows legislation passed earlier this year that formally allocated $10 million for Bitcoin. Lee Bratcher, president of the Texas Blockchain Council, publicly acknowledged the transaction last week, calling it a major milestone in Texas’ growing commitment to digital assets.
A Temporary Move While Texas Prepares for Direct Bitcoin Holdings
Texas isn’t yet holding Bitcoin directly. Instead, the state chose a temporary allocation through BlackRock’s ETF while it finalizes the operational structure for handling physical BTC.
The state recently completed a broad information-gathering process, asking industry experts and crypto companies to help shape its strategy. Responses included recommendations on:
- long-term storage and custody
- security protocols
- governance frameworks
- investment strategies
Officials are now preparing a formal request for proposal (RFP) to select a custodian and finalize rules for managing a direct Bitcoin reserve. The $5 million IBIT purchase simply marks the first step while these systems are being put in place.
Growing Movement: Other States Are Also Building Crypto Reserves
Texas isn’t alone in exploring government-level exposure to Bitcoin.
Several U.S. states have already begun accumulating BTC indirectly through pension funds or have passed legislation paving the way for state reserves:
- Michigan has built exposure to Bitcoin through retirement portfolio products.
- Wisconsin held a $350 million Bitcoin-linked position before selling in May.
- New Hampshire approved a Bitcoin reserve framework but has not yet made purchases.
- Arizona passed a bill directing unclaimed crypto assets into a state reserve structure.
New Hampshire is also moving forward with a $100 million Bitcoin-backed bond, designed to funnel private-sector investments into the state’s digital economy.
These state-level actions align with support from President Donald Trump, whose administration has expressed interest in establishing a federal Bitcoin reserve though officials are waiting for congressional approval before moving forward.
Texas Positions Itself as a National Leader in Bitcoin Adoption
Between its massive mining hubs, pro-crypto policies, and now a formal Bitcoin reserve initiative, Texas continues to position itself as a national leader in digital asset innovation.
If the state completes its transition from ETF exposure to direct Bitcoin holdings, it will officially become the first U.S. state with a dedicated bitcoin reserve a major milestone in the mainstream adoption of digital assets at the government level.
