Bhutan has achieved a historic milestone by migrating its National Digital Identity (NDI) system to the Ethereum blockchain, making it the first country in the world to anchor a population-wide digital ID on a public network.
🌍 A Global First for Decentralized Governance
The announcement was made on October 13, during a ceremony in Thimphu, attended by Ethereum Foundation President Aya Miyaguchi, Ethereum co-founder Vitalik Buterin, and Bhutan’s Crown Prince Jigme Namgyel Wangchuck, who became the country’s first registered digital citizen under the upgraded system.
Miyaguchi hailed the move as “a global step toward an open and secure digital future,” emphasizing its alignment with Ethereum’s tenth anniversary and Bhutan’s ambition to build a trust-based, transparent digital society.
🧩 From Pilot to Public Blockchain
Bhutan’s NDI system was first introduced under the National Digital Identity Act of 2023 as part of the country’s Digital Drukyul initiative a national program designed to modernize governance through secure, self-sovereign identity infrastructure.
Originally built on Hyperledger Indy, the system was later migrated to Polygon in 2024 to improve scalability and privacy using the CREDEBL protocol and zero-knowledge proofs.
The final step moving to Ethereum’s mainnet transitions Bhutan’s ID infrastructure from a permissioned blockchain to a fully decentralized, global network.
According to Bhutan’s GovTech Agency, integration with Ethereum is now complete, and full migration of credentials will be finalized by Q1 2026.
The system uses cryptographic hashes and verifiable credentials stored on-chain while keeping sensitive data off-chain, ensuring both privacy and auditability.
This hybrid model preserves Bhutan’s national governance standards while embracing the transparency and resilience of open blockchain architecture.

The migration reflects Bhutan’s broader Digital Drukyul vision, which aims to balance technological innovation with national sovereignty. By collaborating with the Ethereum Foundation, the country plans to develop additional on-chain public services including digital identity verification, cross-border applications, and developer hackathons to foster innovation.
Bhutan’s adoption of public blockchain infrastructure underscores its leadership in digital governance. While countries such as Brazil and Vietnam are still piloting self-sovereign identity solutions, Bhutan’s move to Ethereum marks the first full-scale national deployment of a decentralized identity system.

Earlier in 2025, Gelephu Mindfulness City a government-led economic zone added Bitcoin (BTC), Ethereum (ETH), and BNB to its treasury reserves. The country also launched a crypto tourism payment system in collaboration with Binance, showcasing its strategy to integrate digital assets into its national economy.
