The U.S. Securities and Exchange Commission (SEC) has taken a landmark step for digital assets, approving new generic listing standards for spot crypto ETFs. The move eliminates lengthy case-by-case reviews and paves the way for faster approvals, aligning crypto ETFs with traditional commodity funds.
A Streamlined Path for ETFs
According to the SEC’s Sept. 17 press release, the rule changes apply to Nasdaq, NYSE Arca, and Cboe BZX. Under the new framework, exchanges can now list and trade ETFs tied to spot digital assets without submitting separate proposals for every single product.
To qualify for this fast-track process, an ETF’s underlying asset must meet at least one of these conditions:
- It trades on a market with a surveillance-sharing agreement.
- It has CFTC-regulated futures contracts active for at least six months.
- It already represents 40% or more of an existing listed ETF.
This change brings crypto ETFs under Rule 6c-11, the same system used for commodity-based funds, and removes a process that could previously drag on for up to 240 days.
Why It Matters
SEC Chair Paul Atkins described the decision as a way to “maximize investor choice and foster innovation,” while ensuring the U.S. maintains its leadership in digital assets. Jamie Selway, head of the SEC’s division of trading and markets, called the rules “a rational, rules-based approach” that balances access with investor protection.
First Approvals Already in Place
Alongside the new standards, the SEC wasted no time in granting initial approvals. These include:
- The Grayscale Digital Large Cap Fund, which tracks spot assets based on the CoinDesk 5 Index.
- Trading of options linked to the Cboe Bitcoin U.S. ETF Index and its mini version, with multiple settlement expirations.
Analysts Expect a Wave of New ETFs
Market watchers believe this decision could unlock a flood of new ETF launches. Bloomberg analyst James Seyffart noted that while Bitcoin and Ethereum will dominate early products, the door is now open for assets like Solana, XRP, and other tokens to enter the ETF market.
Social media has already hailed the move as one of the biggest regulatory wins for crypto ETFs to date, with many suggesting it could accelerate mainstream adoption of digital assets.
