The initiative is expected to be housed within a <strong>bank-affiliated entity<\/strong> focused on alternative investments.<\/p>\n\n\n\n<p>The proposed reserve would be funded using <strong>confiscated digital assets<\/strong> and <strong>cryptocurrency mined through government-backed mining operations<\/strong>.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cInternational practice shows that the sources for such a reserve may include confiscated crypto-assets, as well as cryptocurrencies mined by a crypto miner partially owned by the government,\u201d Suleimenov stated.<\/p>\n<\/blockquote>\n\n\n\n<p><strong>Legal Changes Required<\/strong><\/p>\n\n\n\n<p>However, Suleimenov emphasized that <strong>legislative amendments<\/strong> are necessary before implementation. The <strong>Agency for Regulation and Development of the Financial Market (ARDFM)<\/strong> and the <strong>AIFC Committee<\/strong> maintain a quarterly list of unlicensed providers. In <strong>Q1 2025 alone<\/strong>, banks blocked <strong>15,800 transactions<\/strong> worth approximately <strong>$3.07 million<\/strong> linked to these services.<\/p>\n\n\n\n<p><strong>Education and Infrastructure Development<\/strong><\/p>\n\n\n\n<p>Alongside regulation, Kazakhstan is also building a <strong>supportive environment for Web3 innovation<\/strong>. In May, the National Bank unveiled plans to <strong>license crypto exchanges<\/strong> facilitating fiat conversions.
