The initiative, first reported by <strong>state-controlled news agency TASS<\/strong>, is intended to <strong>legalize and regulate<\/strong> the country\u2019s crypto market to prevent unregulated activity.<\/p>\n\n\n\n<p>\u201cWe not only support this, but we\u2019ve worked together with the central bank. As you know, the Ministry of Finance has always had the position that the digital currency market needs to be maximally legalized and regulated.\u201d \u2013 <strong>Ivan Chebeskov<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>A Step Toward Legalization, but Not for Domestic Transactions<\/strong><\/h3>\n\n\n\n<p>Chebeskov emphasized that the <strong>Ministry of Finance and the Bank of Russia<\/strong> had reached an agreement to <strong>introduce regulations under an experimental legal regime<\/strong>, ensuring that the process remains <strong>efficient and legally compliant<\/strong>.<\/p>\n\n\n\n<p>\u201cWe hope this will be another step towards further legalization of digital currencies in our country. Naturally, no one is talking about settlements within the country. We have never supported that, but from the perspective of creating infrastructure so that digital currencies can circulate legally, not in any \u2018gray zones\u2019 like it happens now, we are fully on board and will continue working in this direction.\u201d \u2013 <strong>Ivan Chebeskov<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Regulated Framework for Crypto Investments<\/strong><\/h3>\n\n\n\n<p>The <strong>Bank of Russia<\/strong> has submitted proposals to the <strong>government<\/strong> for a <strong>three-year experimental legal regime<\/strong> to regulate <strong>cryptocurrency investments<\/strong>. This initiative aligns with <strong>President Vladimir Putin\u2019s directives<\/strong> and would allow a <strong>select group of investors<\/strong> to engage in digital currency trading within a controlled framework.<\/p>\n\n\n\n<p>According to the proposal, only <strong>\u201cparticularly qualified\u201d investors<\/strong> would be eligible to participate. This includes individuals with <strong>over 100 million Russian rubles<\/strong> ($1.1 million) in securities and deposits or an <strong>annual income exceeding 50 million rubles<\/strong> ($550,000).<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Russia\u2019s Evolving Stance on Crypto Regulation<\/strong><\/h3>\n\n\n\n<p>Russia has long maintained a <strong>cautious approach<\/strong> toward cryptocurrencies, banning their use for <strong>domestic transactions<\/strong> while exploring regulatory measures for <strong>international trade and investment<\/strong>.
