Instead of simply issuing a stablecoin that moves across Ethereum, Solana and other networks, the company wants to own more of the infrastructure where those transactions take place.

And Circle believes the opportunity could eventually become even bigger than USDC itself.

Key Takeaways

Circle plans to launch the Arc Layer 1 blockchain on Sept. 16, 2026.

Arc uses USDC as its native gas and settlement asset.

Eleven founding validators include BlackRock, DTCC, Visa, Mastercard, ICE and Standard Chartered.

The ARC token presale raised $222 million at a $3 billion fully diluted valuation.

BlackRock plans to bring its $2.87 billion BUIDL tokenized Treasury fund to Arc.

DTCC plans to begin tokenizing DTC-custodied assets on Arc in 2027.

Arc uses an EVM-compatible execution environment and targets finality below 500 milliseconds.

Circle’s strategy could give it a new source of blockchain revenue beyond the reserve income generated by USDC.

Circle Arc Mainnet Launch Is Set for Sept. 16

Arc is scheduled to launch on Sept. 16, one day after a planned U.S. Senate cloture vote on the CLARITY Act.

That timing could prove important.

If the legislation clears the required threshold, Circle could launch Arc into a more clearly defined U.S. regulatory environment for digital assets.

If it fails, Arc would still move forward while parts of the country’s crypto regulatory framework remain unresolved.

Either way, Circle appears committed to the launch.

The company has spent years building institutional confidence around USDC. Now it is asking many of those same financial institutions to participate directly in the infrastructure supporting its blockchain.

Circle CEO Jeremy Allaire has described Arc as potentially a bigger opportunity than USDC and positioned the blockchain as a new infrastructure layer for global economic activity.

Why Does Circle Need Its Own Blockchain?

The answer largely comes down to economics and control over infrastructure.

Circle generated approximately $701 million in revenue during the previous quarter cited in the source.

Much of Circle’s existing business depends on reserve income generated by the assets backing USDC.

That model can be highly profitable when interest rates are elevated.

But when rates decline, reserve income can fall.

Running blockchain infrastructure creates another potential revenue stream because transaction activity can generate fees regardless of the interest-rate environment.

There is also a structural issue with the current USDC model.

Circle issues USDC, but other networks process most USDC transactions.

If someone transfers USDC on Ethereum, the gas fee goes to Ethereum’s infrastructure rather than Circle.

The same general principle applies when USDC moves across other third-party blockchains.

Arc changes that relationship.

Instead of simply issuing the asset being transferred, Circle would control much more of the underlying settlement infrastructure.

USDC Will Be Arc’s Native Gas Token

One of Arc’s most important features is its fee structure.

USDC will function as the network’s native gas token.

That means users will pay transaction fees in dollars rather than needing a volatile cryptocurrency specifically for network fees.

For institutional users, this could make blockchain costs considerably easier to understand and budget.

A company does not need to estimate how much ETH or another volatile asset may be worth when a transaction is executed.

Fees remain denominated in USDC.

Arc will also have a separate ARC token used for areas including staking, validator rewards and governance.

Circle is expected to hold 25% of the ARC supply at genesis.

The result is a two-token economic model: USDC handles payments and transaction fees, while ARC supports network security and governance.

Wall Street Giants Will Run Arc Validators

Arc’s founding validator list is one of the strongest signs that Circle is targeting institutional finance rather than trying to build another general-purpose retail blockchain.

The eleven founding validators named in the source are:

BlackRock, DTCC, Galaxy, Global Payments, Intercontinental Exchange, Mastercard, MoneyGram, SBI Group, Standard Chartered, Sumitomo Corporation and Visa.

These are not simply crypto-native companies experimenting with blockchain infrastructure.

Several are deeply embedded in the traditional financial system.

DTCC plays a critical role in U.S. securities clearing and settlement.

ICE owns the New York Stock Exchange.

BlackRock manages trillions of dollars in assets.

Visa and Mastercard operate two of the world’s largest payment networks.

Their participation gives Arc a level of institutional involvement that distinguishes it from many blockchain launches.

DTCC Plans to Tokenize Assets on Arc

DTCC’s involvement could become particularly important.

Starting in the second half of 2027, DTCC plans to tokenize DTC-custodied assets using Arc, according to the source.

Potential applications include tokenized repo transactions, collateral mobility and corporate actions.

Importantly, the tokenized assets are expected to maintain protections and rights comparable to securities held through traditional infrastructure.

That could turn Arc into more than a stablecoin payment blockchain.

If implemented successfully, it could become part of the infrastructure used to move traditional financial assets onchain.

BlackRock Plans to Bring BUIDL to Arc

BlackRock is another major piece of Circle’s institutional strategy.

The asset manager plans to deploy its BUIDL tokenized Treasury fund on Arc.

BUIDL had reached approximately $2.87 billion in assets according to the source.

Moving the fund natively onto Arc could allow institutional investors to subscribe, redeem and use tokenized fund assets within the same blockchain environment where USDC operates as the settlement asset.

That reduces the need to bridge between different networks or rely on wrapped representations of assets.

It also illustrates Circle’s broader vision.

Arc is not intended simply to process USDC transfers.

Circle wants it to become an integrated settlement environment for tokenized financial assets.

How Circle Arc Works

Arc combines blockchain technology familiar to crypto developers with infrastructure designed around institutional requirements.

The consensus layer uses Malachite, which has roots in Tendermint and Byzantine Fault Tolerant consensus technology.

According to the source, Arc targets deterministic transaction finality in less than 500 milliseconds.

That means transactions can reach final settlement quickly without relying on the type of probabilistic finality found in some blockchain architectures.

The execution environment is built using Reth, a Rust-based Ethereum client.

Arc is also EVM-compatible.

That is important for developers because existing Ethereum development tools and smart contracts can be used without rebuilding everything from scratch.

Solidity, Foundry, Hardhat and other familiar Ethereum tools are expected to work with Arc.

Arc Is Designed for Predictable Transaction Fees

Arc also modifies the typical blockchain fee model.

Its system takes inspiration from Ethereum’s EIP-1559 mechanism but uses a weighted moving average of network demand to calculate fees.

Because those fees are paid in USDC, costs remain denominated in dollars.

That could be particularly attractive for financial institutions.

Predictable transaction costs are easier for companies to budget and account for than fees denominated in a cryptocurrency whose market value may fluctuate significantly.

Arc also includes privacy capabilities designed to hide transfer amounts when required.

That feature targets institutional trading environments where organizations may not want sensitive transaction information visible to everyone on a public blockchain.

Arc Testnet Processed More Than 500 Million Transactions

Circle has already tested Arc at significant scale.

During Q2 2026, the company reported that Arc’s testnet processed more than 500 million transactions involving nearly 3 million wallets.

A private mainnet environment was also reportedly operating with more than 100 institutional and ecosystem participants.

The challenge now is converting testing activity into genuine mainnet adoption.

Once Arc launches publicly, transaction volume will provide one of the clearest indicators of whether institutions and developers actually want to use the network.

ARC Token Presale Raised $222 Million

Circle has also attracted significant capital around Arc’s native token.

The company closed a $222 million ARC token presale in May.

The round valued the token at approximately $3 billion on a fully diluted basis.

Around 740 million ARC tokens were sold at $0.30 each, representing approximately 7.4% of an initial 10 billion token supply.

A16z crypto led the round.

Other participants included BlackRock, Apollo Funds, ARK Invest, General Catalyst, Haun Ventures, Intercontinental Exchange, IDG Capital, Janus Henderson, Marshall Wace, SBI Group and Standard Chartered Ventures.

The institutional investor list reinforces Circle’s strategy of positioning Arc as financial infrastructure rather than simply another crypto-native blockchain.

How the ARC Token Supply Is Divided

According to the source, approximately 60% of the ARC token supply is allocated toward ecosystem development.

That includes developers, grants and network growth.

Circle retains approximately 25% for purposes including development, staking and governance.

Another 15% is expected to remain in a long-term reserve intended to support market stability.

This structure gives Circle substantial exposure to the economic success of the blockchain.

The company can potentially benefit from USDC activity, network fees, staking and the value of its ARC holdings.

Arc Could Diversify Circle’s Revenue

This economic structure matters because Circle’s existing revenue remains closely connected to USDC reserves.

Arc could create a more diversified business.

Circle can continue generating income associated with USDC reserves while potentially capturing blockchain transaction fees, staking income and enterprise integration revenue.

The source notes that Circle increased its full-year 2026 “other revenue” forecast to approximately $310 million–$330 million, up from an earlier range of $150 million–$170 million.

Arc token presale proceeds and expected network fees were cited as important contributors to that increase.

The CLARITY Act Could Shape Arc’s Launch

Arc’s Sept. 16 launch comes at an important moment for U.S. crypto regulation.

The Senate is expected to hold a cloture vote on the CLARITY Act on Sept. 15.

The legislation had previously passed the House and advanced through the Senate Banking Committee, according to the source.

For Circle, the legislation is particularly important because of its relationship with the existing regulatory framework around payment stablecoins.

A successful vote could strengthen Circle’s compliance-focused strategy.

If the legislation fails to advance, however, uncertainty around parts of the U.S. digital asset market could continue into 2027.

Circle appears to have designed Arc with either scenario in mind.

Its validator structure already emphasizes regulated and well-established financial institutions.

Is Arc Really Decentralized?

Arc’s institutional structure also raises one of the biggest debates surrounding the project.

Its validators are permissioned rather than completely open.

Circle determines which organizations participate in network validation.

Critics argue that this makes Arc closer to a consortium blockchain than the permissionless systems traditionally associated with crypto.

The model prioritizes institutional trust, compliance and controlled governance over maximum censorship resistance.

From a traditional crypto perspective, that represents a significant compromise.

But Circle’s argument is essentially that these compromises are exactly what large financial institutions require.

Banks, asset managers and payment companies often want known validators, predictable fees, privacy controls and governance mechanisms that can respond to regulatory requirements.

Arc is being designed around those demands.

Arc Could Challenge Ethereum’s Institutional Role

The bigger question is what happens if Circle’s strategy succeeds.

Today, USDC moves across Ethereum, Solana, Base and numerous other blockchains.

Those networks benefit from the economic activity generated by stablecoin transfers.

If institutional users begin settling USDC transactions directly on Arc, some of that activity could migrate away from existing networks.

The impact could become even more significant if DTCC begins tokenizing securities on Arc and BlackRock deploys BUIDL natively there.

Institutional investors might be able to access tokenized assets, stablecoin liquidity and settlement infrastructure without leaving the Arc ecosystem.

That could reduce their need to interact directly with Ethereum or other public blockchains.

The Stablecoin Competition Is Becoming an Infrastructure War

Circle is not the only stablecoin company thinking about owning blockchain infrastructure.

Tether launched StableChain in December 2025, according to the source.

The broader competition is therefore changing.

The stablecoin battle was once largely about which dollar-backed token would dominate crypto payments and trading.

Now another question is emerging:

Which stablecoin issuer will own the infrastructure those dollars move across?

A future could emerge where major stablecoins operate on purpose-built networks optimized for different markets.

USDC could dominate institutional settlement on Arc.

USDT could focus on payments and emerging markets through other infrastructure.

Regional stablecoins could develop networks around their own regulatory environments.

In that scenario, networks such as Ethereum and Solana could increasingly function as interoperability layers connecting specialized financial ecosystems.

Circle’s Financial Performance Raises the Stakes

Circle entered September with its publicly traded CRCL shares near $72, according to the source.

The company’s underlying USDC business has also continued growing.

Circle generated approximately $701 million in Q2 revenue and $143 million in adjusted EBITDA.

USDC circulation reached around $73.3 billion, representing 19% year-over-year growth.

Onchain USDC transaction volume reached approximately $14.8 trillion during the second quarter, up 151% from the same period in 2025.

Those numbers demonstrate the scale of activity already moving through Circle’s stablecoin.

If Arc captures even a portion of that activity on infrastructure Circle controls, the revenue opportunity could be substantial.

Arc Still Faces Major Risks

Launching a successful Layer 1 blockchain is far from guaranteed.

Ethereum has years of developer adoption, liquidity and DeFi infrastructure behind it.

Solana has also established its own growing institutional ecosystem.

Circle will need to convince developers, financial institutions and users that moving activity onto Arc provides meaningful advantages.

Its permissioned validator structure could also discourage crypto-native developers who prioritize decentralization.

And because Circle is a publicly traded company, operating a blockchain introduces additional questions around governance, token economics and regulatory disclosures.

Arc therefore represents both a major growth opportunity and a significant strategic risk.

What to Watch After the Arc Mainnet Launch

The Sept. 15 CLARITY Act vote will be the first major event to watch.

One day later, attention will shift directly toward Arc’s mainnet performance.

Transaction volume during the first 30 days should help reveal whether demand extends beyond institutional testing.

BlackRock’s BUIDL deployment will provide another important milestone.

Successfully bringing the $2.87 billion tokenized Treasury product onto Arc could significantly strengthen the network’s institutional credibility.

DTCC’s planned 2027 tokenization rollout may ultimately be even more important.

If DTC-custodied financial assets begin moving through Arc, Circle could establish the network as meaningful infrastructure for tokenized capital markets.

Can Arc Become Bigger Than USDC?

Circle built its reputation around issuing one of the world’s largest dollar-backed stablecoins.

Arc represents an attempt to move further down the financial infrastructure stack.

Instead of only issuing the digital dollar, Circle wants to control the blockchain where that dollar and other tokenized assets move.

USDC provides the settlement currency.

ARC provides staking and governance.

Major financial institutions provide validation.

DTCC and BlackRock could provide tokenized assets.

And Circle sits at the center of the ecosystem.

Whether that model becomes the future of institutional blockchain settlement or simply another corporate-controlled financial network remains uncertain.

But with BlackRock, DTCC, Visa, Mastercard and other major institutions participating, Arc’s Sept. 16 launch could become one of the most important blockchain launches of 2026.

Circle is preparing to take a major step beyond
