three cryptocurrencies in an initial list of digital assets that could qualify for organized trading under the country\u2019s new crypto framework.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposal is based on several criteria, including market capitalization, daily trading activity and the length of each asset\u2019s price history in international markets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bitcoin, Ether and USDT currently meet those requirements, making them the first cryptocurrencies that could become available to Russian investors under the new system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The list is still under review, with the central bank accepting public comments until Aug. 24.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Bitcoin, Ether and USDT lead Russia\u2019s approved crypto list<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Bank of Russia said Bitcoin, Ether and USDT meet its proposed standards for organized crypto trading.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To qualify, a cryptocurrency must have sufficient market capitalization, strong average daily trading volume and at least five years of price history in overseas markets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The regulator\u2019s decision gives the clearest indication yet of which digital assets Russian investors may be able to trade once the country\u2019s new crypto law takes effect.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the framework, non-qualified investors will only be allowed to purchase cryptocurrencies that meet standards established by the central bank.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That means smaller or less-liquid digital assets may remain unavailable to ordinary retail investors even after the regulated market officially opens.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Retail investors face 300,000-ruble annual limit<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Retail access will come with strict limits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Non-qualified investors will be allowed to purchase up to <strong>300,000 rubles worth of cryptocurrency per year through each intermediary<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is equivalent to roughly $3,650 based on the exchange rate cited in the original report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The limit will apply separately to different types of intermediaries, including brokers, crypto exchange providers and asset managers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Before making a purchase, investors will also have to complete a knowledge test covering cryptocurrency investing and its risks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Bank of Russia said all investors, regardless of their classification, will need to demonstrate that they understand the potential risks of crypto assets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The requirement reflects the central bank\u2019s continued concern about volatility and the possibility of large losses in cryptocurrency markets.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Qualified investors will have fewer restrictions<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Qualified investors will receive broader access.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They will still be required to pass the knowledge test, but they will not face the same annual crypto purchase ceiling.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Qualified investors will be able to trade approved cryptocurrencies through regulated exchanges as well as over-the-counter markets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The difference is designed to separate more experienced or financially sophisticated investors from ordinary retail users.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russia has used similar investor classifications in other parts of its financial market, where certain high-risk or complex products are restricted to qualified participants.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new crypto rules extend that approach to digital assets.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">New Russian crypto law takes effect Sept. 1<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The proposed list follows a broader cryptocurrency law signed by President Vladimir Putin on Aug. 4.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The legislation gives the Bank of Russia authority to determine which cryptocurrencies can be admitted to organized trading and how regulated platforms must operate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The law is scheduled to take effect on <strong>Sept. 1<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It creates a legal framework for both retail and qualified investors to gain access to cryptocurrency investment products.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, regulated trading does not mean Russia is fully legalizing crypto for everyday use.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The law keeps the existing ban on using cryptocurrencies to pay for ordinary goods and services inside the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, the framework is focused primarily on crypto as an investment and financial-market asset.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Crypto exchanges face new capital requirements<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Crypto platforms that want to operate under the new system will need to meet additional regulatory standards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Exchange service providers must register with the authorities and join an approved financial-market self-regulatory organization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They will also need to maintain at least <strong>15 million rubles in equity<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Existing crypto exchange providers have until July 1, 2027, to comply with the registration rules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The requirements are designed to give regulators greater oversight of companies handling customer crypto transactions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Bank of Russia will also be able to maintain official registers of approved market participants.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Central bank sets rules for crypto market infrastructure<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Even before the new law was signed, the Bank of Russia had started developing operating standards for crypto exchanges, digital depositories and digital asset account providers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Draft rules released in late July outlined how regulated platforms could organize trading and calculate market prices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Crypto exchanges would be allowed to establish their own trading procedures while still operating within the central bank\u2019s wider regulatory framework.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Digital depositories would be responsible for maintaining records of customer cryptocurrency holdings and transactions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Depending on the services offered, these businesses could face minimum equity requirements ranging from <strong>50 million rubles to 250 million rubles<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The central bank has also proposed requiring that their capital remain liquid and be backed by high-quality financial assets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These measures are intended to reduce operational and custody risks as cryptocurrency trading becomes more closely integrated with Russia\u2019s regulated financial system.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Russia removes crypto wallet disclosure requirement<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The regulatory framework went through several changes during the legislative process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One revision approved in July removed an earlier proposal that would have required investors to disclose their crypto wallet addresses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, users would be required to report their crypto balances and transaction volumes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The change reduced one of the more controversial disclosure requirements while still allowing authorities to monitor cryptocurrency activity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The revised proposal also allowed cryptocurrency to be used in transactions involving Russian securities and locally regulated digital financial assets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some large transfers to foreign parties or external wallets could also face delays of up to two days.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The exact transaction threshold for such delays was not specified in the original proposal.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Russian banks prepare crypto trading services<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Major Russian banks are already preparing for the opening of the regulated crypto market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Alfa-Bank has been testing cryptocurrency trading through its Alfa-Investments brokerage application with a limited group of qualified investors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The test reportedly included assets such as Bitcoin, Ether, USDT, USDC, Solana, Litecoin and Zcash.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the final list of assets available to customers will depend on Bank of Russia rules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Alfa-Bank also plans to develop crypto-to-ruble exchange infrastructure and a digital depository during 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Broader customer access could follow once the regulatory requirements are finalized.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Sberbank, T-Bank and VTB prepare crypto products<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Sberbank has also been developing its cryptocurrency infrastructure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bank has been working on a crypto wallet and digital asset custody system, with its depository infrastructure targeted for launch later in the year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It has also considered providing access to foreign cryptocurrency exchanges if permitted under the final regulations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other Russian banks are moving in a similar direction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">T-Bank has discussed offering cryptocurrency buying, selling, storage and balance tracking through its mobile applications.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bank is also seeking approval to operate as a digital depository.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VTB has explored similar services as large financial institutions position themselves for the country&#8217;s regulated crypto market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This growing involvement from major banks suggests that cryptocurrency trading in Russia could increasingly move through traditional financial institutions rather than unregulated platforms.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Crypto payments remain banned in Russia<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the move toward regulated cryptocurrency trading, crypto will still not function as legal payment for everyday transactions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the new law, cryptocurrencies cannot be used to pay for goods, services, information or intellectual property within Russia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Businesses are also prohibited from advertising cryptocurrency as a domestic payment option.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This keeps a clear distinction between crypto investment and crypto payments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Investors may be allowed to buy and sell approved digital assets, but merchants cannot generally accept them as a substitute for the ruble.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Cross-border crypto settlements remain possible<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Russia continues to take a different approach toward cryptocurrency in international trade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Separate rules allow eligible cryptocurrencies to be used for certain cross-border settlements between Russian residents and foreign counterparties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Exporters and importers may use digital assets for international transactions without being subject to the retail investment limits that apply to ordinary crypto purchases.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These settlements can take place through intermediaries or directly through crypto wallets, depending on the structure of the transaction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That distinction has become increasingly important as Russia explores digital assets as an alternative settlement mechanism for foreign trade.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Russia moves toward controlled crypto adoption<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Russia\u2019s latest proposal shows that the government is not moving toward unrestricted cryptocurrency adoption.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, regulators appear to be building a tightly controlled market where approved digital assets can be traded through licensed institutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bitcoin, Ether and USDT are the first assets to meet the proposed standards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Retail investors will have limited access, while qualified investors will be able to participate more freely.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, exchanges, custodians and other crypto service providers will face capital, registration and compliance requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The approach allows Russia to expand legal access to cryptocurrency while keeping strong regulatory control over how the market develops.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The next key step will come after the Bank of Russia completes its consultation process on Aug. 24 and finalizes the list of digital assets eligible for organized trading.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p
